   Ukraine: the IMF counts 3.3M fewer people than the UN

   How many people lived in Ukraine in 2021? The IMF (April 2026) says 41M, the UN estimate says 44.3M. Both are official; the gap is 7% of the UN figure. Part of the gap is territory: the IMF figure excludes Crimea, the UN includes it; millions left after 2022.
