A row is one promise: who, what and by when. The question is whether at least half came true. Answer Yes or No, or just open the answer: each row gets its outcome and what actually came of it, the card a stamp counting those that came true. Quotes and links to the facts are below.

Pledges: conclusions of the representatives of the governments in the Council of the EU, 20 July 2015, document 11130/15 (consilium.europa.eu). Fact: European Commission progress reports on the European Agenda on Migration: annex 7 to COM(2017) 669, state of play 10 November 2017. Outcome: «came true» — the promised number reached by the deadline («about» within 5%), an event happened before the end of the year promised; «exceeded» — with room to spare; «nearly» — short by no more than 10%; «late» — reached, but after the deadline; «did not come true» — not reached; «came true, then undone» — reached, then reversed. The deadline is the end of the year named.
The scheme went on into 2018: by March 2018 Croatia had taken 40 people, Romania 43, Latvia 46, Norway all 3,500. Resettlement from outside Europe is not the same as relocating people already in Italy and Greece under the EU quotas; that is a separate series.
A question for this picture
Why did some countries meet their pledge in full while others took no one?
