Before the 2015 election the Justice and Development Party (AKP) wrote goals for the republic’s centenary, 2023, into its manifesto. Here are all its numeric «at least» goals beside what came out in 2023.

A row is one promise: who, what and by when. The question is whether at least half came true. Answer Yes or No, or just open the answer: each row gets its outcome and what actually came of it, the card a stamp counting those that came true. Quotes and links to the facts are below.

Goals: the AKP manifesto for the election of 7 June 2015. Fact: the World Bank from the Turkish Statistical Institute (TÜİK), the Central Bank of Turkey, the WTO, UNESCO and FAO. Outcome: «came true» — the promised number reached by the deadline («about» within 5%), an event happened before the end of the year promised; «exceeded» — with room to spare; «nearly» — short by no more than 10%; «late» — reached, but after the deadline; «did not come true» — not reached; «came true, then undone» — reached, then reversed. The deadline is the end of the year named.

The goal to cut unemployment to about 5% is left out: it is a cap and does not fit the scale; unemployment was 9.4% in 2023. TÜİK moved to a new labour force survey method in 2021 and revised the series; 2020 is the pandemic. FAO counts forests as a share of land area, the manifesto of the whole territory. Services exports almost doubled from 2021 to 2023 after the 2020 slump. The same goals were in the party’s 2011 manifesto and the Tenth Development Plan.

    A question for this picture

Which goals can a government bring closer by itself, and which depend on world markets?
